FHA aims to draw banks by adjusting mortgage program

The Federal Housing Administration has proposed changes to loan-level certification requirements and to the description of a defective loan in hopes that more banks participate in its mortgage program. Banks fear that a small mistake could result in violation of the False Claims Act and have shied from FHA programs since the housing-market collapse.
